based on an early vrrp implementation by mickey

requested multicast address from IANA

got denied - "there is VRRP already"

what should we do? carp uses the vrrp multicast address and announces itself als VRRP version 3
the "real" vrrp is at version 2
crashed some buggy ciscos ;)
