new simple prio queuer


goal: super simple, very low overhead, always on

modify struct ifqueue, IFQ_ENQUEUE, IFQ_DEQUEUE
and about a handfull of helper functions and macros

instead of one queue head, use an array of 8
dequeued in order, from 0 to 7
priority value in packet header
