altq merge

Benefits:
altq.conf is dead ;-)

use pf's packet matching engine: more flexibility, highly optimized

packet matching only once, not twice (altq, pf)

it is stateful! significantly lower per-packet-cost.

      --> altq made usable!

supported schedulers: CBQ and PRIQ.
HFSC will be added later.
